The TB_SETTOOLTIPS message associates a tooltip control with a toolbar.

Handle to the tooltip control.
Return Values
No return value.
Remarks
Any buttons added to a toolbar before sending the TB_SETTOOLTIPS message are
not registered with the tooltip control.
