PtVisible
The PtVisible function indicates whether the specified point is within the clipping region
of a device context.

Parameters
hdc
Identifies the device context.
X
Specifies the logical x-coordinate of the point.
Y
Specifies the logical y-coordinate of the point.
Return Values
If the specified point is within the clipping region of the device context,
the return value is nonzero.
If the specified point is not within the clipping region of the device
context, the return value is zero.
