The ImageList_SetIconSize function sets the dimensions of images in an image list and removes all
images from the list.

Parameters
himl
Handle to the image list.
cx
Width, in pixels, of the images in the image list. All images in an image list
have the same dimensions.
cy
Height, in pixels, of the images in the image list. All images in an image
list have the same dimensions.
Return Values
If the function succeeds, the return value is nonzero.
If the function fails, the return value is zero.
