DosDateTimeToFileTime
The DosDateTimeToFileTime function converts MS-DOS date and time values to a 64-bit file time.

Parameters
wFatDate
Specifies the MS-DOS date. The date is a packed 16-bit value with the
following format:

| Day of the month (131)
| 58
| Month (1 = January, 2 = February, and so on)
| 915
| Year offset from 1980 (add 1980 to get actual year)

wFatTime
Specifies the MS-DOS time. The time is a packed 16-bit value with the
following format:

| Second divided by 2
| 510
| Minute (059)
| 1115
| Hour (023 on a 24-hour clock)

lpFileTime
Points to a FILETIME structure to receive the converted 64-bit file time.
Return Values
If the function succeeds, the return value is nonzero.
If the function fails, the return value is zero. To get extended error
information, call GetLastError.
